Admission rules for foreigners and stateless persons

Admission of foreigners and stateless persons to Ostroh Academy is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need of Additional or Temporary Protection ", Decree of the President of Ukraine of June 3, 1994 № 271" On measures for the development of economic cooperation of regions of Ukraine with adjacent regions of the Republic of Belarus and administrative-territorial units of the Republic of Moldova ", Resolution of the Cabinet of Ministers of Ukraine of September 11, 2013 № 684 for training of foreigners and stateless persons ", by order of the Ministry of Education and Science of Ukraine of November 1, 2013 № 1541" Some issues of organization of recruitment and training (internship) of foreigners and stateless persons ", registered in the Ministry of Justice of Ukraine on November 25, 2013 for ( 2004/24536.

Foreigners and stateless persons (hereinafter - foreigners) may obtain higher education at the expense of individuals and / or legal entities, unless otherwise provided by international treaties of Ukraine, the binding nature of which is approved by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility.

Admission of foreigners to NUOA for study at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection ).

In case of submitting documents for non-accredited educational programs (specialties), the fact of acquaintance of a foreigner with part six of Article 7 of the Law of Ukraine "On Higher Education" is recorded in a written notice of lack of accreditation and confirmed by his personal signature.

The enrollment of foreigners for training at the expense of individuals and / or legal entities can be carried out:

  • twice a year, until November 1 and until March 1, to obtain bachelor's, master's degrees;
  • during the year for postgraduate and doctoral studies.

NUOA calculates the points / grades of the entrant on the basis of the document on the previous level of education and sets the minimum required for entry the number of points / grades in general education subjects from which the entrance exam is conducted.

Enrollment of foreigners in the appropriate level of higher education is based on the results of entrance examinations in certain subjects and language of instruction and on the basis of academic rights to continue education, provided by the document on the level of education in the country of origin, and taking into account continuing education at the next level of higher education in accordance with the legislation of the country that issued the document on the degree (level) of education.

All categories of foreigners who enter the training are enrolled in NUOA on the basis of orders for admission, formed in the Unified Base.

Admission to the first year for a bachelor's and master's degree by foreigners and stateless persons is carried out in accordance with the terms:

Start of registration and issuance of invitations to study of foreign citizens

Terms of entrance examinations

  • from 19 May until 30 October

Invitations to study are issued by the Department of International Relations of NUOA upon prior request of foreign citizens with the following list of documents:

  • a completed application form on the official website of NUOA
  • a copy of the first page of the foreigner's passport, which establishes his identity;
  • a copy of the document on education (secondary or higher) and an appendix to it;
  • written consent to the processing of personal data.

The documents are sent in scanned form to the e-mail of the Department of International Relations of NUOA dir@oa.edu.ua.

To study at NUOA, foreigners and stateless persons submit the following documents to the Admissions Committee:

  • a statement of the established sample;
  • a copy of the passport document of the foreigner or the document certifying the stateless person;
  • a document (original and copy) on education (secondary or higher) and an appendix (original and copy) to it;
  • a medical certificate of health, certified by the official health authority of the country from which the foreigner came, and issued not earlier than two months before the departure of a foreigner to study in Ukraine;
  • insurance policy for emergency medical care;
  • 4 photos measuring 3x4 cm;
  • a copy of the certificate of temporary residence on the territory of Ukraine (if any);
  • a copy of the visa obtained at the invitation of NUOA.

The documents referred to in paragraphs 2-5 must be certified in accordance with the legislation of the country of issue and legalized at the Embassy of Ukraine in the country from which the foreigner came, as well as translated into Ukrainian.

When admitting persons who submit a document on the degree (level) of education obtained abroad, the procedure for recognizing and establishing the equivalence of the Document, which is carried out in accordance with the order of the Ministry of Education and Science of Ukraine dated May 5, 2015 "504" Some issues recognition of foreign educational documents in Ukraine ”, registered with the Ministry of Justice of Ukraine on May 27, 2015 under № 614/27059. The procedure for recognition of the Document for the purpose of continuing education is carried out before the beginning of the second semester of the first year of study of its owner in NUOA.

NUOA requirements for compliance of entrants from among foreigners who came to Ukraine for study, the conditions of admission to the appropriate levels of higher education, as well as deadlines for applications and documents, entrance exams and enrollment are specified in the Rules of Admission and published on the official website of NaUA https://www.oa.edu.ua/ua/abiturijentovi/osobluvosty_pruyomy_inozemtsiv.

Foreigners who are awarded state scholarships under international agreements, national programs, other international obligations of Ukraine, are admitted to study within the established quotas for foreigners on the basis of the Ministry of Education and Science of Ukraine.

Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education in educational programs agreed between Ukrainian and foreign higher education institutions are admitted to study, taking into account the relevant contractual obligations of the relevant higher education institutions.

Foreign Ukrainians who are legally in Ukraine and whose status is certified by a certificate of a foreign Ukrainian, upon entering higher education institutions of Ukraine enjoy the same rights to education as citizens of Ukraine, except as provided by the Constitution of Ukraine, laws of Ukraine or international agreements, the binding nature of which has been approved by the Verkhovna Rada of Ukraine.

Foreign Ukrainians, whose status is certified by a certificate of a foreign Ukrainian, can be enrolled in state-ordered education within the established quotas for foreigners for entrance examinations in subjects provided by the Rules of Admission.

Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons in need of additional protection, have the right to receive higher education on an equal footing with citizens of Ukraine, including through state budget funds.
