Education quality and university management were discussed with Taras Finikov

A seminar on education quality and university management issues took place with the participation of the President of the International Fund for Education Policy Research, Taras Finikov, at the National University of Ostroh Academy on June 26.

The representatives of the academic teaching staff, among them the deans of the faculties, the heads of the departments and the associate deans for education quality, discussed alterations to the Law of Ukraine "On higher education", concerning the education quality and university management issues, with the expert.

"In 2014 the Verkhovna Rada of Ukraine adopted a new progressive and pro-European Law "On higher education" №1556-VII which should have led to the fundamental changes of our higher education system, which in turn were supposed to ensure the sustainable development of the society by training of the competitive human capital and laying a secure foundation for the development of a highly effective innovative economy. But unfortunately, the pace of the urgently required changes, which were so powerfully started immediately after the adoption of the Law, has significantly slowed down. There is the higher education stagnation, drastic decline in its quality, and tremendous migration of our youth abroad. It is thought that one of the reasons which led to the emergence of such a predicament was that the special law was adopted even before the new framework Law "On education". Consequently, a lot of the innovations, which were proposed in the special law, looked premature and were not followed by a general normative framework for the regulation of the education sphere," is stated in the Explanatory Note to the Bill of Ukraine "About making alterations in the Law of Ukraine "On higher education" regarding the alterations in the system of higher education institutions management".

Taras Finikov outlined the problems connected with education quality, revealed the ways of developing the education sector, and analyzed Ukraine’s higher education institutions within the context of the highlighted issue. The expert also presented his monograph entitled "Local systems of quality management: world experience and the Ukrainian practices of construction".

At the end of the seminar, Taras Finikov answered the questions asked by the academic and teaching staff of Ostroh Academy.

Ihor Pasichnyk, Rector of NUOA, Professor, thanked Taras Volodymyrovych Finikov for the visit and fruitful discussion during the seminar.

"Contemporary universities face many challenges. Consequently, the alterations in the Law of Ukraine "On higher education" are entirely justified within the context of the realities of society. Efficient management and high education quality are the main prerequisites for the development of a contemporary university. The collective of Ostroh Academy is constantly working on the improvement of educational services delivery. A good illustration of this is holding seminars on education quality, hence the issuance of the methodological recommendations regarding the establishment of the competitive educational programs and work programs of the academic disciplines," noticed Ihor Pasichnyk.
